Healthy Cities of the Future – PSNM White Paper on Air Quality and Urban Mobility

How can implementing the EU Ambient Air Quality Directive (AAQD) improve public health and support the development of sustainable transport? In its Healthy Cities of the Future publication, PSNM examines the experiences of Wrocław, Barcelona and Warsaw and presents six recommendations for cities.

Improving air quality requires a coherent approach across multiple areas of urban policy. Transport is one of them, and the new requirements under the Ambient Air Quality Directive (AAQD) can provide an impetus for changes that both reduce pollution and make everyday travel easier for residents.

In this report, we examine solutions implemented in Wrocław, Barcelona and Warsaw. We highlight the importance of modern public transport, electromobility, accessible and well-designed interchanges, and safe walking and cycling infrastructure. We also explore the role of Clean Transport Zones as one element of a broader urban policy framework.

Drawing on these experiences, we identify six key areas for action:

  • Taking preventive action before air quality standards are exceeded.
  • Integrating air quality and mobility data.
  • Developing attractive alternatives to car travel.
  • Tailoring measures to local conditions and needs.
  • Addressing social impacts and engaging in dialogue with residents.
  • Ensuring stable funding for local authorities’ initiatives.

The publication shows that effective implementation of the AAQD requires a combination of regulation, planning, investment and cooperation. What is at stake is not only cleaner air, but also the creation of healthier, more accessible cities.
